I can confirm that building from source resolves the issue, thank you.
I've raised

https://bugs.launchpad.net/ubuntu/+source/sane-backends/+bug/1512027

with Ubuntu to track the issue.

This installs Sane's recent development version. I'm interested in if
this is working.

I just confirmed that this worked as well, thank you! I had to install
with dpkg -i --force-all because of

dpkg: error processing archive
/var/cache/apt/archives/libsane_1.0.26-git20151027-wily0_amd64.deb
(--unpack):
trying to overwrite '/etc/sane.d/plustek_pp.conf', which is also in
package libsane-common 1.0.25+git20150528-1ubuntu2
